SCRA invitation

Arrangements to fly the Australian National Flag at half-mast

Arrangements to fly the Australian National Flag at half-mast and observe one minute’s silence to remember Black Saturday

On the National Day of Mourning for the Victims of the Victorian bush fires in February 2009, the Prime Minister resolved to fly the Australian National Flag at half-mast and for the nation to pause for a moment’s silence on 7 February, to honour the victims of the disaster and to reaffirm Australia’s commitment to rebuilding communities.

On 7 February 2010 the flag should be lowered to half-mast at dawn and raised to the peak at 12.01 pm, following the observance of one minute’s silence at 12 noon. The Australian National Flag should be flown from the peak for the remainder of the day.

In accordance with flag protocol, all flags and ensigns at each flag station should be flown at half-mast. When flown with other flags, the Australian National Flag should be raised first and lowered last.

Memorial service for local brigades

In addition to the events already announced for Black Saturday anniversary, there is also going to be a short memorial service to which the local brigades are also going to be invited.

The service will commence 8.30am and will be finished in time to get to Strathewen by10.00am. 

Please wear uniform blues, or yellow turn-out gear if you don't have blues.

Black Saturday anniversary events

There are a number of events leading up to the Black Saturday anniversary:

Footsteps in the Ash book launch.  Jim Usher's book will be launched at Bridges Restaurant in Hurstbridge on Saturday 6 February starting 4pm.  Books will be $25 each and the total amount from the sales will be split evenly between Arthurs Creek & Strathewen and St Andrews brigades.  Contact Gayle if you wish to attend the launch.  Members to wear uniform blues if you have them.

Strathewen Memorial Service will be held at Strathewen Oval on Sunday 7 February starting at 10.00am.  Members to wear uniform blues if you have them.

Brigade BBQ will be held at the Arthurs Creek station on Sunday 7 February starting at 5.00pm.  All family members welcome.

Half masting of flags - Hugh Monroe

As a mark of mourning and respect and in accordance with protocol, all flags normally flown should be flown at half-mast on Saturday 16 January until the time of the funeral being 11.00am.

The exception to this is for Tolmie Fire Station where the flag may be flown at half-mast for the entire day.

Tolmie & District Rural Fire Brigade member Hugh Monroe died after the tanker he was driving was involved in an accident on the way to an incident in Victoria’s North East. The accident happened about 14 kilometres from Tatong.

Mr Monroe, 62, had been a volunteer for nearly 11 years and was a much loved member of both his brigade and community. A dedicated firefighter and brigade 3rd Lieutenant, he was involved in the 2006 campaign through Victoria’s high country and the Black Saturday fires last year.

Mr Monroe was a Vietnam Veteran and retired to Tolmie after working as a protective services officer in Melbourne, guarding the Shrine of Remembrance. Handy with a pool cue and a keen fly fisherman, which he wrote about for his local paper, Mr Monroe ran fishing and tourism trips. He was also a passionate gardener and opened his property to visitors as part of the Open Garden Scheme.

An active, community-minded man, Mr Monroe will be deeply missed. CFA extends its sincere condolences to Mr Monroe’s family, friends and fellow brigade members.

Chief Officer Russell Rees described the accident as a tragedy and said it “reinforces once again the dedication and commitment of our people across the emergency services.” He said work protecting Victoria’s communities would go on today and into the week “under a shadow of loss as we mourn Mr Monroe’s sacrifice.”

Chief Executive Officer Mick Bourke joined Russell in expressing his condolences to Mr Monroe’s family and friends, and the wider CFA family. “When one of our own dies in active service, it deeply affects the whole organisation. All across the state, CFA members are sharing this pain and sending their condolences to those involved.”

Mr Monroe is survived by his wife of 27 years, Kathy, and his children.
