2010 Victoria Police and Emergency Services Games 19-29 March 2010
The Victoria Police & Emergency Services Games are to be held during the period Friday 19 March to Monday 29 March 2010. Game Booklets have been distributed this week throughout CFA Regions. Now is the time to decide whether to enter or not, or organise a team for the Games. More information can be obtained from the Games Website at http://www.emergencyservicesgames.org.au/. If competing for the first time or you are organising a team for the first time please register with the CFASRA Co-Ordinator Brian Neal by either email neal@hard.net.au or mobile 0409 197 913. There are 41 different sports that can be entered and the aim is to participate and enjoy the sport of your choice. All entries and payments are to be made on line. Reporting Incidences, Hazards and Near Misses
Dear Groups Offices and Significant others;
It has been bought to my attention today that some CFA Members are not fully aware of the OHS Incident Report Card.
This card is a “salmon coloured card” (in Previous years it has been other colours White, Grey etc) it was developed in a joint process with CFA and DSE. It is for use at Level Three incidences only.
The OHS Incident Report card enables a quick reporting for Fire fighters out on trucks, or other Members involved in a Level three incidence ie at an ICC to report incidences/hazards/near misses related to that Incident. These cards are collected at the staging ground for example, and Medical Unit Leaders will be reporting trends to the Incident Controller, so these important messages can go out to inform crews at staging’s.
At a Level Three Incidences filling out the OHS Incident Report Card is the first step for reporting an issue, it is possible that once you are back at your home base you will then need to report the issue again through the normal process.
At Level One and Two Incidences, the normal procedure for reporting Incidences/Hazards and Near Misses is used; for more information please see OHS 8 Health and Safety Reporting and (Hard Copy, Incident and hazard reporting pads/booklets, usually on the OHS Notice board sin Stations).
Early in 2010 the normal process for reporting will change to an electronic system; you will all be trained in this system so the transition is smooth. This will not negate the need for hard copy reporting. At Level Three Incidences the OHS Incident Reporting Card will still be in place.
To ensure that all brigades are aware of the OHS Incident Reporting Card, I will send a bunch to the Group Officers, to ensure that dissemination to brigades occurs.

Last Saturday's concrete pour
Thanks again to all that helped out with the slab pour for my shed on the weekend.
The help and support Deb and I (and the others that lost their homes) have received from all the brigade members since Black Saturday has been nothing short of staggering and taken the edge off what has certainly been the worst year of our lives.

Kangaroo Ground Training
Hi All,
As mentioned in the past, there is training at the KG ICC every 2nd Thursday in the month.
Also this month, this will be this week, on Thursday 10th December. We discussed last time the possibility to combine this with a bit of a social to get to know each other a bit better. In order not to loose too much valuable training time, this has now been scaled back to a snack time at half time through the evening.
Anyway, the intention is to run a bit of an exercise with requests for support, meals etc. being passed from the MCV (radio bus) through to the ICC and then processing this. After snack time we can rotate the roles. This will be the most hands on training we have done so it would be good to see as many of you as possible. I know it is a busy time just before Christmas but see what you can do.
Looking forward to seeing as many as possible this Thursday. If you can, let me know who is coming it would help for the catering.

Need a hand
Hi all,
Now that I finally have a shed up I am hoping to get a slab poured this coming Saturday (12/12/09) but I need a bit of assistance in getting the concrete from the truck into the shed. Similar to when we poured the floor for the Strathewen Fire Shed.
I would really appreciate a few extra willing hands (and maybe a couple of wheelbarrows) if you can spare a couple of hours, probably from around 7 or 8am. (have to confirm a start time with the concreter)
Light refreshments and a bite to eat will be on hand (helps to keep the strength and motivation up)
Could you please drop me an email at jenko155@optusnet.com.au if you can help on the day, just so I have an idea of numbers.

I have just had the sad news that Marilyn passed away today (Tuesday 1 December). Her memorial service will go ahead on Sunday at 2 p.m. at the Strathewen Cricket Ground.

Chocolate Lillies Community Choir at Strathewen Community Centre
After their visit two weeks ago, the Chocolate Lillies Community Choir is coming again to the Strathewen Community Centre this Sunday 29 November from 12.30 - 2.30. The Choir includes singers from local areas who have been learning songs of beauty and joy and of the land.
The Choir leader Nerida Kirov welcomes all voices who want to join in the 3/4 part harmonies. Children are welcome too with a supervising adult. The choir usually rehearses at the St Andrews Hall on Sundays and all are welcome.

As Telstra completes construction of three permanent Next G™ mobile base stations in Strathewen, Arthurs Creek and Kinglake West in the Nillumbik and Murrindindi shires, we will be turning off some of the temporary coverage cells we deployed immediately after Black Saturday.
Telstra has also prepared some important tips to help ready residents for the upcoming bushfire season. The tips have been developed in response to customer enquiries about ways to optimise their telephone services during natural disasters, such as the Victorian bushfires or Queensland floods.

As Telstra completes construction of three permanent Next G™ mobile base stations in Strathewen, Arthurs Creek and Kinglake West in the Nillumbik and Murrindindi shires, we will be turning off some of the temporary coverage cells we deployed immediately after Black Saturday.
These temporary coverage cells provided temporary GSM (2G) and Next G™ network coverage in areas where existing coverage was patchy and not reliable. We now have permanent Next G™ mobile coverage - namely Strathewen and Kinglake West, with Arthurs Creek to come online at the end of November 2009.
Some residents will notice that their older GSM phones won’t get the same coverage as they experienced with the temporary mobile cells. Our permanent mobile coverage investment is in the Next G™ network only – not the old GSM network.
Telstra recommends customers move across to the Next G™ network to take advantage of the new coverage and our shop at Westfield Shopping Centre in McDonald’s Road in Plenty Valley (03 9437 8650 or mrobins@tlifeplentyvalley.com.au) is ready to help customers move across to the new network.
This move could be as easy as porting their old number onto a new phone and SIM card at no charge, or could involve a charge depending on the contract and phone customer’s want.
We are advising customers to visit the store and speak to Michael, Sebastian and the team about their individual circumstances.
Important tips ahead of the summer
As Nillumbik, Whittlesea and Yarra Ranges residents prepare their homes and families for the bushfire season, it’s also critical they audit their communications devices and services.
Telstra has also prepared some important tips to help ready residents for the upcoming bushfire season. The tips have been developed in response to customer enquiries about ways to optimise their telephone services during natural disasters, such as the Victorian bushfires or Queensland floods.
Telstra’s 10 Tips:
- Think about a Blue Tick mobile phone – different mobile phones have different capabilities. Telstra’s Blue Tick accreditation program identifies mobile handsets that have enhanced coverage for country areas. People can check here: http://www.telstra.com.au/mobile/index.html
- Upgrade your 2G SIM – it’s important that customers upgrade their 2G SIM card when purchasing a Next G™ mobile handset to receive the benefits of Telstra’s extensive 3G network coverage. Customer can keep their number and it’s a free service unless a new plan or handset is required.
- Have a spare mobile battery – it’s advisable to have a spare, fully charged battery on stand-by.
- Carry additional mobile phone chargers – an in-car and a separate AC mains charger are essential in case of evacuation.
- Consider a standard fixed phone - power failures will affect cordless PSTN phones and VoIP (Voice over Internet Protocol) services that require 240V power to operate. Customers using VoIP should check with their service providers.
- Keep essential numbers close by – have a list of essential contact numbers close at hand, including local Police, Fire, SES and Telstra’s fault line - 132203.
- Use Triple Zero (000) appropriately – only call Triple Zero in life threatening emergencies. If your situation is not time critical but requires the attention of an emergency services organisation, you can obtain alternate numbers for these organisations by calling Telstra Call Connect – 12456.
- Keep calls to a minimum – although Telstra monitors the network closely in times of emergency to avoid congestion, it’s advisable to keep calls to a minimum during natural disasters to allow people to call emergency service organisations.
- Gauge the benefits of a satellite phone – if living or travelling in isolated areas, consider purchasing a satellite phone for continuous phone coverage. 10.
- Consider a Yagi antennae – having one of these antennas maximises mobile phone reception from your home or vehicle.

The Strathewen Renewal Committee is organising a "Rebuilding Expo" to be held on Saturday, 28 November at Ryders Flat between 11.00 a.m. and 4.00 p.m. Please see attached flier. The CFA has been asked to provide some refreshments for sale on the day. We think we will keep it simple - sausage sizzle, cans of soft drink/water. We can discuss other options at our meeting next week, Wednesday, 18 November, 2.00 p.m. at Robyn Harris'.
If you are available that day we would appreciate some help with some of the following - setting up, cooking, serving, packing up. Please let me know if you can help.
Also our turn collecting entrance money at the Hurstbridge Farmers' Market is on Sunday, 6 December. Again please let me know if you are available for either the early (7.30 a.m.) or second (10.30 a.m.) shift.

On Saturday November 28th from 11.00am to 4.00pm the Strathewen and St Andrews Joint Rebuilding Group will run a Rebuilding Expo on Ryder’s Flat in Arthurs Creek opposite the CFA station.
Having run nine very successful forums on planning, design, building and material issues we have a wealth of information to share. The Expo will consist of presentations by building experts who have impressed us with their depth of knowledge and the importance of their information to the rebuilding task.
Like our very successful Building Forums the presentations will be of assistance to owner builders as well as those looking to engage a local or volume builder. The Expo will also be attended by the many Supportive Suppliers who have rallied around our community giving free advice, honest service and significant discounts.
Exhibits will include a wide range of building materials including systems suitable for BAL‐FZ; earth construction, steel framing, brick, concrete and compressed block, plumbing, waste water solutions, alternate energy, fire and domestic water pumps, tools and equipment suppliers. We’ve also arranged some amusements for the kids while you listen, talk and browse.
Some people are well underway with their building plans but many of us are still at the getting ready stage. This will be a great opportunity to move forward. Our presenters and suppliers are sympathetic, they know what we’ve been through and it’s about information not the hard sell. The Expo is a free event although a donation to our CFA Brigade for parking would be appreciated.

A reminder that now we are into the fire season, it is imperative that your pager is on at all times. The pager is not only for alerts, but is also for communicating other important information to you.
Batteries are always available at the station, so a lack of batteries can never be an excuse. If you need to put your pager on silent mode at times, and you don't know how, ask one of the BMT.

Remembrance Day - Wednesday 11 November 2009
Remembrance Day is a day of special significance to all Australians, commemorating the loss of Australian lives from all wars and conflicts.
A specific flag protocol has been developed for Remembrance Day to allow for the traditional ceremonial duties to be carried out, including a minute of silence from 11:00am.
On Remembrance Day, 11 November 2009, the Australian National Flag should be flown at the peak from approximately 8:00am until precisely 10:30am when it should be adjusted to the half-mast position. At 11:02am the Australian National Flag should be moved back to the peak for the remainder of the day.
All flags normally flown at a flag station should also be flown at half-mast during the ceremonial period. Your assistance in following this protocol is appreciated.

Food Safety - for everyone who did the Food Safety course at Mill Park (Level 1 and Level 2) there is an opportunity to complete the work place component of the course on Thursday 8 October, 9.00 a.m. at the Arthurs Creek Fire Station. Robin Alford has the necessary qualifications to lead us through the practical session and has been given the OK by CFT International Pty Ltd to check us out. Please bring your paperwork. If you can't make it on that day we will arrange another time for you to have a chat with Robin.
Get-together - we realised recently that we had not got together as a group since spending so much time together after the fires. So on Friday 9 October, 7.00 p.m. we have decided to have dinner (pizza, salad, bits and pieces) and a drink or two at the Fire Station. We can talk about the fires or not talk about the fires - whatever we feel like at the time! This is not just for Auxiliary members - it is for everyone who contributed with catering, logistics, shopping, holding hands, being there for someone.
Can you please contact those you know are not on email then get back to me with numbers by lunch time on Wednesday 7 October so I can order the food and drinks.

CFA's Radios being Replaced - an Update
Just a short note to let you know that a specialist team has been working on a project to replace CFA’s 10,000 operational radios (mobile, portable and specialist terminals, but not including base stations).
A tender process is currently under way to purchase the new, digital voice radios that will underpin CFA operations for many years into the future.
A reminder, too, of the probity constraints that the whole of CFA is under at present during the tendering phase. (See my message below and memo from February attached.) Tenderers who seek help or advice from CFA people are likely to be disqualified from consideration.
The project team has consulted extensively with staff and volunteer representatives to ensure that all of CFA’s operational and support requirements have been properly captured and specified in the tender documents. The other emergency response Agencies (Police, Ambulance, DSE, MFB, VICSES and ESTA) and the Dept of Justice continue to participate in reference panels that guide the project’s progress.
The attached Information Sheet provides some more detail on the project, some of the benefits that will flow from the new radios and how they will be rolled out across CFA. Please feel free to distribute it to brigade members in your area. It will also be posted shortly to CFA Connect, where updates on progress will be posted from time to time. Emergency Management Team Practice Note
Please find enclosed a copy of the Emergency Management Team (EMT) Practice Note.
The Practice Note has been the culmination of several years work with extensive contribution from Victoria Police, Country Fire Authority, Metropolitan Fire Brigade, Department of Human Services, Ambulance Victoria, Victorian State Emergency Service, and the Department of Sustainability and Environment. Monitoring programs on your property - Expression of Interest
Nillumbik Shire Council has engaged Graeme Lorimer, a well know Melbourne ecologist, to assist with a program to provide on-site assistance to landowners to develop an individual vegetation monitoring program tailored to your needs/wants/time available. Monitoring programs may be fauna lists, plant lists, photo points, quadrats, quick quadrats, population monitoring and/or modified 'habitat hecatres' scoring which are outlined in the attached document.
If you are interested in a site visit with Graeme and/or being involved in a monitoring program, please complete the attached Expression of Interest and return it to Council (via email or mail). This will give us an understanding of the amount of time required at each property so that Graeme can schedule his time most productively.
Depending on your level of interest, you may like to work with Graeme and learn about the monitoring technique and the species on your property or he may work on his own and provide you with a report. He will spend a maximum of 3 hours on each property.
Melbourne Waterwatch are also interested in monitoring changes in water quality in the rivers and creeks following the fires. They are interested in working with landholders from within and downstream of affected waterways to monitor changes in stream health. If you have creek frontage and are interested in monitoring water quality, please tick the relevant box on the Expression of Interest form and we will pass your details onto Trish Grant from the Waterwatch program to contact you.

"Fun, Fearless, Female" Women of the Year
Team,
As you may know, my daughter Nicole is a volunteer firefighter with the CFA. She and her crew were heavily involved in the Black Saturday bushfires. As a result of their tireless efforts during the bushfires, the Female Volunteer Firefighters have been nominated in the Cosmopolitan "Fun, Fearless, Female" Women of the Year competition for Outstanding Contribution (Community).
Nicole and her crew worked for 21 hours straight during Black Saturday saving lives, wildlife and property for countless people they have never met. During this exhausting 21 hours she and her crew experienced a flashover (when the entire vehicle is engulfed in flames). When the flashover passed they simply picked up their hoses and kept on going. We can never underestimate the risk and dangers involved with being a volunteer Firefighter as these courageous people put their lives in direct harm in order to save or protect others. I'm obviously extremely proud of what Nicole did on that day and on many days thereafter...
I therefore ask that you support Nicole and the many other women in the CFA, by voting for them on the Cosmopolitan web site and selecting the Volunteer Female Firefighters, Country Fire Authority (Victorian Bushfires). Vote as many times as you can. The more votes the better chance for them to win.

With the official launch of the fire season less than 60 days away, and over 26 projects underway, there are new achievements occurring all the time.
The Bushfire Preparedness update aims to keep volunteers, staff and interested parties up-to date on projects and advice to the community.

Degani Kinglake Ride Starts
To all who receive this email if you know of somebody who is participating in the ride and you are not sure if this email will get to them, particularly at volunteer stations, could you please forward this email to them or inform them of the info contained so that they receive this vital info on the event. Hi there everybody. Only two weeks to the ride now. Hope you all have been putting in some kms. I rode the 70 kms course the other day and it is pretty spectacular. The hill is well doable for everyone it’s just a matter of getting in a low gear and keeping those pedals going round. The bonus at getting to the top is that Kinglake bakery does a mean steak a mushroom pie and their apple scrolls are amazing. Not sure what the rest of the ride for the 120 kms or the other bakeries on route are like, am planning on doing that this week.
A little change to the starts times has come about. To keep with the theme of the ride (fundraiser for the CFA) SuperSprint has kindly offered our riders pole position on the starting grids. This will enable us to proudly show off our new CFA cycle jerseys and really make an impact on the media. With all our personnel wearing the jerseys and lined up at the front the photos should look pretty good. Our new start times are 0730 hrs for the 120 kms riders and 0845 hrs for the 70 kms riders. No doubt all the other riders in the field will zoom past us very quickly on the day but being at the start displaying a sea of CFA will provide us with maximum expose on the day.
Also Whittlesea Fire Brigade has offered to escort our riders from the Fire Station to the start area. This will also provide us with great media exposure as we ride into the start area as a group. The details for the escort are:
120 Km. Assemble Whittlesea Fire Station 0700 (Roll Call)
Depart Fire Station 0710 (Sharp)
Arrive Recreation Reserve and Start Line 0715
70 Km. Assemble Whittlesea Fire Station 0810 (Roll Call)

As you can see the timetable is pretty tight so we can't wait for people who are running late. The day will be very busy so please plan to be in Whittlesea as early as possible to avoid missing the escort or the start time.
On the day the CFA SRA shade tents will be set up so you can place a bag with spare/change of clothing. Please don’t leave anything of value in your bags (just in case). Parking for the day will be busy so that’s another reason to get there early. You can either park at/near Whittlesea Fire Station or in the areas that SuperSprint has set aside (see the website for a map).
On the day there will be some CFA cycle clothing for sale at the tents. Wind Vests, arm warmers, cycle shorts etc. Not sure of sizes available or prices but if you’re interested bring some extra cash just in case.

Good Evening All,
The Bushfire Preparedness Program Office is working with our staff, volunteers and a range of other agencies to deliver a number of key projects and prepare Victoria for the coming fire season.With the official launch of the fire season less than 70 days away, and over 26 projects underway, there are new achievements occurring all the time.
The Bushfire Preparedness Update aims to keep volunteers, staff and interested parties updated about these projects and will be published on a daily basis.
The first Bushfire Preparedness Update is now published on CFA Connect and covers the following topics;

* Program office update
* Project updates on Township Protection Plan, Bushfire Action Week, Vegetation Management and Keeping Brigades Informed Projects

In brief, I am involved in a NATIONAL EMERGENCY SERVICES RUNNING PROJECT, that will travel from Cooktown in Queensland down to St Kilda beach in Melbourne. This will be conducted during the entire month on November 2009. It will involve firefighters, police officers, paramedics, state emergency services workers and military from QLD, NSW, SA and VIC, as well as many of interested people.
Why do I sent this email:
At this stage, I am only person from CFA involved
I am looking for people and brigades interested in supporting this running project, as it travels on the Victoria leg from Albury-Wodonga along the Murray to Mildura and then from Portland to Melb along the surf coast via Geelong and also Kilmore
I am looking for anyone interested in running with the project, whether it be the entire 6000kms, sections through Victoria, or for just a few hours (Runners will need to be able to comfortably handle approx. 10 to 15kms in a day)
I am seeking any donations or sponsors for this cause
If you think you can help me, would like to get involved, or if you have any questions,

Standing Orders and SOPs - New & Amended
I have received a stack of new and amended standing orders and SOPs.
The covering memo includes a ridiculous throw-away line that "it is important that all CFA members become familiar with the amended SOs and SOPs". But, of course, they don't provide any assistance with getting this information across to everyone. There's about 80 pages of documentation that needs to be disseminated, and I sure as mustard don't have time to read them.
I think this is an appaling abrogation of their responsibilities.
Anyway, if you are bored out of your brains one night, feel free to go down the station and read the SOs and SOPs. Unless anyone else has a better idea and how to share this wealth of CFA knowledge...

The Technology Services Dept, along with VFBV representatives have selected a product- ‘Live@cfa’.
This is a Microsoft application that is Outlook based. It will provide volunteer members with a high-capacity CFA email account and access to shared calendars. The email address format will be e.g., john.citizen@members.cfa.vic.gov.au
The ‘go live’ date for the application is 13th October 2009.
The ‘Live@cfa’ application is intended for communication of non-critical/ administrative information between volunteer members and, staff and volunteers.

CFA has been working on enhanced and additional programs as part of its Bushfire Preparedness for the 2009-2010 Fire Season.
These additional programs have resulted in some temporary employment opportunities.
