With FREE ADMISSION for all patrons, room to picnic on the famous Flemington lawn and a range of free activities for kids, including pony rides, all volunteers are encouraged to attend and make it a day to remember. Racing starts at 12.30.

Nillumbik Draft Environmental Education and Biodiversity Strategy
Nillumbik has issued their Draft Environmental Education and Biodiversity Strategy for public consultation. I have (a very large) hard-copy if any wishes to read it and provide feedback to the council.

Comments on the Environmental Education Policy are due by 23 December 2011 (I've only just received it, so I suspect they are managing the dates to not receive any feedback!)

I recommend all members apply for a member ID card. You will need a photo of yourself (head-shot only – none of those fancy boudoir photos…).

CEO's Blog: Herald Sun Articles/Fiskville
As many CFA members would be aware, the Herald Sun ran a series of articles this morning making a number of very serious allegations linking CFA’s Training College at Fiskville to cancers in CFA members and their families. These allegations date back to the 1970s and 80s.
Since becoming aware of the allegations for the first time when contacted by the newspaper yesterday, we have set up a team who will provide support to CFA members – staff and volunteers – who spent time at Fiskville and investigate the allegations. There are members who will understandably be concerned by the reports.

Wildfire PPC audit
Please check over your wildfire PPC – boots, trousers, jacket, gloves, helmet, goggles. If any items need replacing, please contact Geoff by Sunday 5 December.
Retrofit tanker protection systems
CFA has a program to retrofit crew protection systems to pre-2005 tankers.
CFA has produced a booklet describing the systems and how to use them.
There are no dates currently provided to update our tankers and it's not likely they will be done for this fire season.
However, you may find yourself on a composite crew on a tanker that does have this new system.

2011-12 Fire Season Media Campaign
Today the Minister for Emergency Services, the Hon. Peter Ryan launched this summer’s fire media campaign. The campaign this year is a lot more hard hitting and may be challenging to some members of the community, including some CFA members. The campaign will air from Thursday 1st December 2011.
We need to bring home the reality that the bushfire threat applies to all Victorians. The intent is to make sure that people, particularly those who live in high risk bushfire areas, are better prepared against the threat of fire. As we know, community complacency is a constant challenge when encouraging people to take some time out to plan their course of action.

Presentation on Effects of Topography upon Wildfires - Local Perspective
On Sunday 11th December at the Kinglake West Hall (next to the Fire Station) Kinglake West are conducting a training session related to the effect of topography upon wildfires a local perspective. This session will be hosted by Jamie McKenzie (CFA) and ‘hopefully’ Fabian Crowe (CFA) who conducted the investigation of the Black Saturday fire in the Humevale / Coombs Rd area. The session will commence at 10:00 and conclude at 12:00 with a barbeque lunch provided by the Brigade.

Emergency procedures drill
To be operational this fire season, you must have completed an emergency procedures drill. If you have not completed it, you will not be getting on any of the appliances in any capacity.
There will be ample opportunity to go through this drill over the next few weeks - at rosters and skills maintenance evenings.

Just a heads up to let you know that the above (attached) correspondence has been sent to all brigade secretaries within D14. The purpose is to ask for your assistance in reminding brigade members of the support services we have available at CFA prior to the 11/12 fire season.
Member Welfare and Wellbeing Survey
I am especially seeking your support in assisting the Peer Team to ensure that the welfare and wellbeing survey is completed by NWMR members. The survey should take no longer than 2 – 3 minutes to complete and believe that it is an important piece of work that will identify any potential welfare gaps within the district and ensure that we are delivering a better or more tailored service to our members.

Communique from the CEO: Civil Litigation and Opt-Out Notice
As you are aware, CFA is a defendant in civil litigation arising from the Kilmore East Fire on Black Saturday. The proceedings were instigated against SPI (AusNet) on behalf of a class or group who suffered loss and damage of all types as a result of the fire. CFA has been joined as defendant (along with DSE, Victoria Police and SPI’s inspection contractor, UAM).
The legal system in Victoria as it applies to class proceedings means that all those who suffered loss or damage as a result of the Kilmore East Fire are potentially members of the class represented in the proceedings unless they choose to opt out.
Therefore, some of our volunteers and staff may be members of the class because they suffered loss or damage as result of the fire.
Shortly, a notice will appear in the local newspapers in the area of the fire as well as The Age and The Herald Sun advising how to opt out of the proceedings if you wish to do so. CFA’s lawyers have prepared an explanation of this notice for CFA’s volunteers and staff.
It is an individual and personal decision whether any volunteer or staff member wishes to participate in the proceedings and CFA respects each individual’s right to decide based on their own circumstances. Unfortunately, because CFA is a defendant in the litigation it cannot provide any individual advice and if any volunteer or staff member has concerns or queries they may wish to seek their own independent legal advice.
A more detailed document concerning the opt-out notice will be available tomorrow on CFA Connect and you are encouraged to read this for the extra information it will provide.

TMP and Vehicle Sticker system
The 2011/12 TMP (Traffic Management Point) and Vehicle Sticker system is currently being implemented across the State.
There are 5 elements in the new TMP system -
The attached TMP and Vehicle Sticker Guidelines detail these 5 elements and how the vehicle stickers are to be distributed.
Shortly you will be receiving a TMP and Vehicle Sticker System information pack which will include copies of each of the 5 elements, together with a book of white stickers for issue to eligible members of your brigade who may require access through a TMP as part of an operational response.
This information pack will be mailed direct to your brigade mailing address via Australia Post.
Additional books of white vehicle stickers can be obtained through your district or region office.

Black Saturday class action briefing
Briefing held by CFA at Whittlesea Fire Station Monday 24 October regarding Black Saturday class action for the Kilmore East fire. My notes:
All those who lost property or were affected by Black Saturday are in the "class". The action is being taken against SPI (SP Ausnet), who have then brought in CFA, DSE and Vicpol, and one of their sub-contractors (UAE?).
Three options are available for us:
1. Opt-out of the class by notifying the Supreme Court by end January 2012. Notices will soon appear in newspapers on how to do this. You may take this option if you want to pursue your own action against SPI, as an example.
2. Do nothing. You'll remain in the class, but there will not be any outcome for you. Your name is not on any list.
3. Submit a claim to be included in the class action. Maurice Blackburn will likely put ads in the paper towards the end of 2012 on how to do this. Your insurance company may force you into this option as there is usually a clause in your policy covering this.
The action is going to court January 2013 and is estimated to take 6 months. The argument is more likely to be legal/technical rather than on facts. It is unlikely that we would be asked to be witnesses, and if we are, we can decline. They could subpoena us, but that's highly unlikely as they would not want a hostile witness.
CFA does not need to know whether any members are making a claim. That is a personal choice.

- In conjunction with District 14 personnel conduct a Facilitated Learning Analysis (FLA) - this is an independently facilitated activity (similar to the AAR process). It should be recognized that this process is about gathering lessons learned from the experiences of the Brigade in relation to support following February 2009 and not for the revisiting of issues originally addressed in their post fire AARs;
- Following the FLA – provide written feedback on the information gathered during this activity for the Brigade to endorse;
- In conjunction with the Brigade develop a Lessons Learned communiqué that can be distributed throughout CFA to enhance CFA organisational recovery capacity after major incidents – this communiqué should also include information from District 13 about what and how they undertook this support given the success of these activities in the Kinglake, Kinglake West and other severely affected communities in their District.

Bread Roster
Until February next year we need a weekly bread roster.
We pick up the bread from bread wise in Diamond Creek at approx. 6.10pm every Wednesday night and bring it back to the station where people will assist in getting it inside the station for all to enjoy.

Govt releases CFA Inquiry report
Deputy Premier and Minister for Police and Emergency Services Peter Ryan today released the final report of the independent inquiry into the Country Fire Authority (CFA).
Mr Ryan said the groundbreaking inquiry, led by former County Court Judge the Hon David Jones, investigated the effect of arrangements made by the CFA on the organisation’s volunteers.

Decommissioning of Neighbourhood Safer Place- Place of Last Resort_ Eltham Lower Park
This is to advise you that the Neighbourhood Safer Place- Place of Last Resort (NSP-PLR) at Eltham Lower Park has been assessed by CFA as not meeting the Fire Rating Criteria.
In accordance with Section 50J(4) of the Country Fire Authority Act the NSP-PLR must now be decommissioned.
Eltham Lower Park will no longer be listed on the CFA or Council web site as a NSP-PLR. Signage at the site will be removed.
CFA is preparing a report to advise council of what action would be required for the site to meet the Fire Rating Criteria.

State Forum for Community Safety Volunteers- Macedon Oct 15-16
The purpose of this email is to seek your support in promoting the first state forum for community safety volunteers over the weekend of October 15 – 16, 2011 at the Macedon Spa Conference Centre in Macedon.

The film is not about the operational aspects of Black Saturday and does not have as its focus the extraordinary work of our CFA both during and after the fire. Rather it is an intimate and personal look at the process of recovery through the eyes of 6 individuals / families within the Strathewen community.

Media Training
Through VFBV, CFA will be holding two Media Training sessions for Volunteers on Saturday 27th August. There will be a morning and afternoon session. The proposed venue is a meeting room at the State Control Centre, this is yet to be confirmed.
The content will be practical stuff with handling the media in typical situations that we might find ourselves in.

Trainer and Assessors Course
St Andrews CFA is running a CertIV in Training and Assessment and we would appreciate you advertising the following to your Brigade, as we have a few places available.
Our members have completed the Instructor and Assessor units and we are now about to commence the final units to complete the Certificate IV in Training and Assessment.
CFA members will need to have completed the Training and Assessor units:
TAEDEL401A.
TAEASS401A,
TAEASS402A,
TAEASS403A
and elective TAEDEL301A (or another elective)
The units to be undertaken now include
TAEDES401A Design and develop learning programs; TAEDES402A Use trainng packages and accredited courses to meet clients needs; TAEDEL402A Plan organise and facilitate learning in the workplace; TAEASS301A contribute to assessment (via RPL); BSBCMM401A Make a presentation
The final part of the course will be involve 5 Wednesday evening and a Sunday Assessment and commence on Wednesday August 10th. Cost approx. $800 The course is provided by Double Edged Training and Consultancy.

Scheduled through until June 2012, we (Arthurs Creek Local) will be running the Whittlesea/Diamond Valley Sunday morning radio schedule. (The first Sched will be on Sunday 31 July when we will be assisted by Urs Biedermann to get us going.)
Would Brigade Members who are interesting in participating in the Radio Schedule (i.e working the radio for the Schedule) please contact me on 9714 8270 or at patcorr@alphalink.com.au.
The level of interest will obviously affect the Roster which I would draw up after I receive responses.
Participation will help to hone your/our radio/communications skills.

It is with sadness that we advise the passing of Peter Hewett, Brigade Admin Support Coordinator, Northern and Western Metropolitan Region.
Peter passed away peacefully this morning, 18 July after a short illness.
Peter joined CFA as a Community Support Facilitator in 1997 prior to becoming a Brigade Admin Support Officer and then Brigade Admin Support Coordinator.
Peter was a much respected staff member of Northern and Western Metropolitan Region and his leadership and experience was valued immensely.
We extend our sincere condolences to his wife Michelle, his children Melissa and Brad and his extended family.

Federal Government's enquiry into the insurance industry
We have just had our attrention bought to the Parliamentary Inquiry into the operation of the insurance industry during disaster events.
To gauge community concerns relating to this inquiry, the Committee is conducting an online survey. The survey is targeting members of the community who have made a disaster-related claim on their insurance policies in the last 5 years. Responses are due by Friday 15 July 2011.
The Committee cannot investigate or make rulings on particular insurance claims, but invites submissions which address the processes of insurance claims and dispute resolution, and invites policy holders to complete the online survey.

Dini's words from the Garden Opening

Luke and I would like to thank you not only for this beautiful and moving tribute to Joe, but for all that you have done for your fire affected neighbours. Without thought for your own personal safety you were the first into the area to give the help that was so desperately needed. You put your own lives on hold as you manned the fire station and the relief centre for many weeks. You prepared countless meals, opened your homes and your hearts to us. You were always ready with a hug or a shoulder to cry on. You shared our tears. You have given and continue to so much amazing support. For this and so much more we are forever grateful. Thank you.

National Aboriginal and Islanders’ Day Observance Committee (NAIDOC) Week will be celebrated this year from 4 to 11 July inclusive.
NAIDOC Week is held every year as a way of promoting a greater understanding of Aboriginal and Torres Strait Islander peoples and culture, celebrating the survival of Indigenous culture and the Indigenous contribution to modern Australia. This year, NAIDOC Week will be celebrated from 3 to 10 July inclusive.
On the first and last day of this period, the Australian Aboriginal Flag and/or the Torres Strait Islander Flag should be flown on additional flagpoles, where available, next to or near the Australian National Flag. If there is only one flagpole available at a flag station the Australian National Flag should be flown.

Joe’s Garden – Arthur’s Creek Fire Station
Recently I attended the opening of a beautiful and serene outdoor garden and rock arrangement alongside the Arthur's Creek Fire Station. Joe Shepherd was a valued CFA member who died on Black Saturday defending his family and his community. The garden is a wonderful tribute to Joe. It is the inspiration and product of many hours of labour by Arthur’s Creek volunteers. I found an uplifting and spiritual connection in the garden. It is a wonderful tribute to one of our own who lost his life in the February 2009 fires. I commend the Brigade, and recommend a visit to you all.

Working bee - Joe's Garden - Saturday 21 May
It is just over two weeks before the official opening of Joe's Garden on Sunday 5 June.
We believe the seat is well under way (thanks Warren), the tiles are almost complete (thanks Andrea) and we have had an on site meeting to determine where they will be placed.
There is weeding to be done and mulch to be laid.
The concrete wall where the tiles are to be displayed has to be painted. Andrew Alford has advised that we need Dulux masonry render which I will purchase tomorrow.
As the weather forecast for Sunday morning is RAIN I was hoping that we could call a working bee for this Saturday, 21 May at 10 a.m.
If you can come it would be really appreciated. Please bring your barrow and spade.

Joe's Garden Opening
All members of the Arthurs Creek & Strathewen

brigade in memory of firefighter Joe Shepherd and all other

CFA welcomes Charter legislation
It has been another historic week for CFA with The Country Fire Authority Amendment (Volunteer Charter) Act 2011 passed in Parliament yesterday.
We welcome the introduction of this legislation and reaffirm the importance of CFA volunteers to our organisation and the Victorian community. The legislation recognises that CFA exists because of its volunteers, backed by the support of our career staff; both operational and administrative.
This is another significant step forward in defining CFA’s future direction. Volunteers are critical in fulfilling our mission of protecting lives and property and our vision of working together with communities to keep Victorians safe from fire and other emergencies.
We also reaffirm our commitment to open consultation with our volunteers and also through Volunteer Fire Brigades Victoria. This commitment is enshrined in the legislation and we will be providing further detail about this consultation in the near future.
It is a nice coincidence that the legislation has been passed on the eve of Volunteer Week, the largest celebration of volunteers and volunteerism in Australia. National Volunteer Week’s slogan is “Inspiring the volunteer in you”, and I know that many have, and will continue to be, inspired by the example of CFA volunteers.
Let me take this opportunity to again thank you for your outstanding service to your communities across the State.

Volunteers' voices important
Victorian volunteer fire fighters will have the chance to help inform an independent inquiry into the effect of arrangements on CFA volunteers with the call for submissions going out today.
The Independent Inquiry into Effect of Arrangements on Country Fire Authority Volunteers launched its website today, which will help keep Victorians informed about the inquiry.
Retired County Court Judge, the Honourable David Jones, is conducting the inquiry and encouraged the state’s volunteer fire fighters to consider making a submission.
“It’s important that this inquiry provides an opportunity to hear from volunteers across the state who risk their lives and sacrifice their time to protect Victorians every year,” Mr Jones said.
Mr Jones said the inquiry’s website, www.cfavolunteersinquiry.vic.gov.au would allow volunteer fire fighters from all parts of Victoria to access information about the Inquiry including the Terms of Reference and make a submission.

ANZAC Day is a day of special significance to all Australians, particularly to the returned veterans of Australia.
In accordance with Australian flag protocol, the Australian National Flag should be flown at half-mast on Monday 25 April 2011 from dawn until noon,, at which time the flag should be raised to the peak of the flag mast for the remainder of the day.

Good morning all,
As many of you know, the State Government announced last week an inquiry, to be led by retired County Court judge David Jones, into arrangements for CFA volunteers (see Minister Peter Ryan’s statement attached). http://premier.vic.gov.au/2011/03/former-judge-to-lead-independent-cfa-inquiry/
The inquiry will look into, among other things, recruitment, training and support for volunteers. Mr Jones will hand any recommendations, for the Government to consider, by June 30 this year.
The inquiry, the first of its kind for CFA, is a unique opportunity for a fresh look at arrangements for CFA volunteers from an outside, independent perspective. Recommendations will provide invaluable feedback and help CFA and volunteers better protect Victorian communities.
The findings will be especially relevant to the work of the new Operational Training and Volunteerism department, headed by Lex de Man, senior Executives and the Board.
Trained and professional volunteers perform all operational roles within CFA including at the highest levels of incident management, supported by career fire fighters in a fully integrated manner. The inquiry will cover any impediments to the ability of volunteers to undertake any role within CFA, as well as the capacity for volunteers to be appointed as CFA employees.
It will also look at arrangements to ensure the voices of volunteers are heard in accordance with the Volunteer Charter, recently signed by the State Government, CFA and VFBV and soon to be enshrined in law.

Bread from Breadwise
We are still fortunate to be getting free bread from Breadwise every Wednesday. We all need to be mindful of a few things.
There is a small of group of members who kindly collect the bread from Diamond Creek on a Wednesday night. If you are at the station when they arrive please help them unload the car and get the bags onto the tables.
Whilst you are waiting for the bread to arrive, please stack the chairs at the kitchen end of the tables so that crumbs are not falling on them from the bags.
Bags are not provided so it would be appreciated if people could bring their own down to the station to collect their bread.
If the bread bags are starting to empty out, gather what is left into one bag and dispose of the empty bags.
There are crumbs everywhere by Thursday morning. If you load up your bags on the bench or on the tables and you leave crumbs, please clean them up.
It is understandable that everybody is in a rush to get home but if we want access to free bread we may need to help each other sometimes and take responsibility for cleaning up after ourselves.

Names on structure bags
For those with the red structure PPC bags, Peter Murphy has kindly offered to sew names onto the bag for you. This will be happening on Sunday 27 February. The brigade has agreed to fund this. Bring your bags to Arthurs Creek station at 09:00 and Peter will return them to you later that morning.
We will organise another time for this later in the year for those that are still to receive their bags.
Extra-ordinary meeting
We are holding an extra-ordinary meeting on Monday 21 February 19:30 Arthurs Creek station, prior to skills maintenance. This is to discuss and pass a funding proposal for the memorial garden. It requires brigade approval before proceeding further.

Grassland curing percentage - 7 Feb 2011
East Gippsland received less rain than other districts, and a District-wide assessment of 100% is based on fire behaviour observed at the Tostaree fire. In other areas the curing figures have reduced again as a result of new green growth from recent rains and flooding.

IMPORTANT SAFETY UPDATE - Safety Fact Sheet (Fatigue) - from State Control Centre - 23 Jan 2011 @ 1640 hrs
The State Control Centre (SCC) on behalf of the State Controller Flood will shall be issuing Safety Updates on behalf of all agencies, to all agencies for distribution to members involved in the current Victorian Flood Operations. If your agency wishes to attach specific agency protocols or SOPs, please attach them to this safety update and distribute to your members as required.
Deployment of ST 1422 east
Please be aware we have had a request to deploy another ST to Kerang to aid in flood support.
Clean up activities,
The deployment is for 4 days beginning tomorrow morning. Monday to Thursday inclusive.
As is now normal practice we can have blocks of 2 days to spread the load amongst our members.
Accommodation will be at Huntly and it is a fair drive to that location from Kerang, it would be wise to include a second driver among the crews being dispatched.
In regard to safety, it would be a good idea to advise members to bring along some appropriate headwear and eye protection (UV exposure)
I am sure a specific briefing will take place prior to dispatch and on arrival at Kerang.
Could you all please make the necessary arrangements to brief the respective 1422 on duty Fire Brigades.
I will soon page out this information and request activation for tomorrow morning via VicFire.

VFBV Volunteer Support Fund for Flood Affected Regions
We have been fielding many calls from Brigades and Members about how they can assist volunteers affected by the recent floods. Whilst it is still early days for Victoria, we have quickly made arrangements in anticipation of volunteers needing some prompt and swift support in those affected areas.

Millicent Reid passed away recently. Her funeral service is at the Hazel Glen Uniting Church on Tuesday 18 January at 2 pm. They expect to arrive at Arthurs Creek Cemetery around 3.30 p.m.

Lindsay Mottram passed away recently and Shirley wanted Brigade people to know. The funeral service was held on 6 January at St. John’s in Diamond Creek.

Some of you may be aware of the Commercial Action that has been initiated against SPI Electricity for the Kilmore East fire and that CFA (and others) have been joined by SPI in their defence. The attached Briefing Note provides some background information, and some details of CFA Media and Welfare arrangements in relation to this matter.
