Media training - bookings closing this week

If anyone is still interested in media training could you please RSVP by COB this Friday, 27 July.

At this stage, the only course that will be able to go ahead (due to numbers) will be Advanced Spokesperson training on 13 August. There are still four places left in this course, which is being held for Operational staff and Managers – Regional Directors/Managers of Community Safety/Operations Officers/Operation Managers/RDOs/Incident Controllers. Etc.

Members will be aware, last year the Australian Parliament unanimously recognised occupational cancer for firefighters by enacting presumptive legislation to protect Federal firefighters.

The presumptive legislation was the result of an Australian Senate Inquiry that accepted international and scientific evidence that firefighters have an increased risk of contracting specific cancers due to their exposure to toxins and carcinogens when undertaking firefighting operations in the course of protecting the community.

TAIT Portables - Guidance

Through the NWM Health and Safety Committee, concerns have been raised as to the adequacy of information provided regarding the changeover to new TAIT Portable Radios.  In particular, the different styles of lapel microphones, the scanning function and the identification of new vs. old style radios.

The attached documents are intended to provide some clarity on the issue and should be read in conjunction with Operations Bulletin 004/2012 – TAIT Portable Radio Usage Guidance.
We have also made arrangements with CFA Headquarters to produce a further Operations Bulletin that will provide a greater level of understanding of using the ‘scan mode’ on the new portables.  This should be released in the near future.

I would ask that all members within your brigades have this information made available to them and if there any concerns or questions please let me know.

Water quality at Fiskville - message from the CEO

As you may be aware the Herald Sun recently reported on the quality of water being used for training purposes at Fiskville. We take very seriously the health, safety and wellbeing of our members and indeed all persons using the training facilities at Fiskville.
To provide certainty and comfort for all people doing live fire training at Fiskville, we made a decision last week to only use mains water until further notice.

For more information about whooping cough including what it is and the associated symptoms, please read the attached fact sheet.

Although members may have been vaccinated against whooping cough in the past, and hence have a lesser chance of contracting the illness, protection is not life long.

If you experience any symptoms that you suspect could be linked to whooping cough, we strongly recommend that you see your General Practitioner as soon as practicable.

Access to blog documents

The provider I was using to store the documents that were linked from the blog - MediaFire - has purged my account.  This is from a combination of me travelling and not responding in time to some claims about copyright infringement they sent me (none of the claims were valid), and them being very excessive in dealing with the situation.

I need to work out how I'm going to resolve it, as reloading all the documents and relinking them will take far too much time to do.

In the meantime, if you need a specific document, please email me and I'll send it to you.

Thanks everyone for taking the time to read this update. Chief Officer Euan Ferguson is currently on some well-earned leave and will return on Monday 25 June. 
St Andrews Fire Station Opening
On Sunday afternoon the new St Andrews Fire Station was official opened by Cindy McLeish MP. St Andrews Fire Brigade was intensely involved and affected in the 2009 Campaign Fires and it was privilege for me to meet with brigade members at the opening. The new Fire Station has a lot more space with modern facilities to support the brigade member’s requirements and house the brigades 3 appliances. Thank you to Captain Laurie Steel, Ex-Captain Helen Kenney & the members of the St Andrews Fire Brigade supported by OO Ian Cross & BASO Jenny Broadhurst for the hard work and time put into building and opening the new station. Well done!

Community Safety Engagement Forum
Over the last weekend, I have attended two very successful community safety engagement forums. These forums highlighted the importance of leadership in community safety across all levels of CFA. Well done to Managers of Community Safety Mark Potter & Neil Thompson & Community Education Officers Ellisa Bourne and Erin Bulmer for the initiative & good work in facilitating these forums and special thank you to Ex Chief Officer Brian Potter for his motivating presentation he shared with the forum, he hasn’t lost the touch.

Digital Media Team’s double win
CFA’s work in integrating social media into Victoria’s emergency communications was acknowledged last week when CFA won both of its finalist categories at the 2012 Australian Government Information and Communications Technology Awards. CFA was awarded the ‘Excellence in eGovernment’ award in the Government 2.0 category and CFA’s Digital Media Manager, Martin Anderson, was awarded the '2012 Government 2.0 Innovator’ award. School Visit for Erin Toomey
Last week, the Eltham Fire Brigade A Platoon consisting of SSO Joe Cardamone, LFF Robert Henderson, and QFF Andrew Reis attended Holy Trinity primary school to help in the celebrations of Erin Toomey’s final chemotherapy session. Erin is a Five year old girl in prep, who has been undergoing treatment for the past three years for cancer, which has required daily oral chemotherapy. The Eltham crew in front of Erin’s family, friends and classmates presented Erin with a trauma teddy from all fire fighters of Victoria. Thank you to the Eltham A Platoon for your very important efforts in supporting the local community. Job well done!

Farewell to Regional Director Mark Reid
Gippsland Regional Director Mark Reid has announced his retirement from CFA after 39 years. Mark joined CFA as a Junior volunteer at South Warrandyte in 1973. He commenced employment with CFA as a Recruit Firefighter in 1979 and progressed through the ranks, serving in a variety of key operational roles at Boronia, Geelong West, Dandenong, Portland, CFA Headquarters and more recently throughout the Gippsland Region.  In 2007 Mark was seconded to the National Fire Authority of Fiji, where he filled the role of Chief Officer for two years.  After the Black Saturday fires, Mark was seconded onto the CFA VBRC team for two years prior to being promoted to the rank of Regional Commander in Gippsland in 2010. More recently Mark was appointed to the role of Regional Director in Gippsland, a position that he still holds today. Throughout his CFA journey he has been an experienced operator, strong leader and a great story teller. A real character that will be missed when he departs CFA.

CFA Style Guide Review

There is a request to complete a survey regarding the CFA Style Guide. You can either complete it online, using the web address in the email, or download a survey form, using the link, and complete that. Sue

Currently I am taking part in a project to update our style guide. This project is about consolidating various documents and creating a corporate style guide that is practical and easy to use and creating tools that enable members to present a common presence to our colleagues, partners and communities. As part of this process a survey has been created which will help us identify the kind of templates needed, how people would like to access them, what’s useful and what’s not!

The survey closes on Friday 27th April, and can be completed using the following site address

Kangaroo Ground ICC

Please find enclosed a flyer regarding “Facilities Manager” and “Facilities Team” for the KG ICC. It is clear from this that D14 is slowly getting organized with support people for the ICC and that this will lead to some training.
As you can see, they are currently looking for a Facilities Manager who’s role it is to know how everything runs in the ICC. This position and the Facilities Team are really the hands and feet who make the ICC tick. Without this support, the function positions cannot “function”. This is what I have been advocating all along so that everybody knows how to use the phone system, knows where the photocopier is and how it works etc.

Please let me know if anybody is interested in becoming the “Facilities Manager”. I will certainly keep all informed when there is training for a Facilities Team.

Nillumbik Group Fire Ground Channel

I must draw to your attention that Nillumbik Group is with immediate effect not using the default D14 Fire Ground Channel 63 anymore. They have decided that they do not get the required coverage with Channel 63 and therefore will be using Channel 45 as their default Fire Ground Channel.
From my point of view, this is not ideal as we now have had a uniform default Fire Ground Channel across all of D14 for some years but Nillumbik Group believes that this is not workable for their area.
So, you must be aware when turning out supporting a Nillumbik Group Brigade, that their default F/G Channel is 45. Especially the bordering brigades Plenty, Diamond Creek, Yarrambat, Doreen and Arthurs Creek must be aware of this change. Please ensure that all members of these brigades are aware of this

Just for the records, the new laminated Comms Plans placed in all the appliances reflect this change on the front page but the back page wrongly shows Channels 63/64.

Update on Dead and Dangerous Trees on Eagles Nest Rd

Hi All

This is an update on where we are at with getting works done on Eagles Nest Rd.

The arborist has delivered his report. The report identified trees that required removal or pruning to make safe.
Based on the assessment we have engaged a contractor to commence work on the removal/ pruning of 26 high priority and 45 moderate priority trees.
Our contractor has indicated that the works will commence in early April.
Our arborist is due to complete his report on the rest of the fire affected area. When we have this we will allocate available funding to prioritised works.

FIRS and reviewing your turn-outs

After each incident, Pat submits a fire report into FIRS (fire incident reporting system).  Pat uses the details recorded in the station diary, so it is important that everyone, especially crew leaders, record complete details. 

Referring to the previous post, if you deploy to an incident outside of the brigade, ensure your details are provided to Pat so that FIRS can be updated.

If you are interested, you can access the brigade's and your own turn-out history via CFA Online:
  1. Log into CFA Online: http://cfaonline.cfa.vic.gov.au/ (if you don't know your password or user ID, contact me and I'll reset it for you)
  2. Select Brigade > FIRS & Performance Analysis
  3. For your own turnouts:
    1. Select My Turnouts
    2. Enter the date range you are interested in
    3. Press Search
  4. For brigade turnouts:
    1. Select Brigade Fire Reports
    2. Select the type of report
    3. Enter the date range you are interested in
    4. Press Search

Major Incident FIRS reporting of personnel deployment

I think there has been a problem with recording of deployment of personnel to Major Incidents such as campaigns or incidents such as Floods etc. where the brigade was not responded but just some individuals.

Please see the enclosed flyer from  FIRS outlining the procedures to rectify this. I would strongly recommend that you ensure that all deployments are recorded accordingly.

Following a request from Independent Fiskville Investigator Professor Rob Joy, CFA has approved a three month extension of the Independent Investigation into the use of chemicals for live fire fighting training practices at Fiskville Training College dating back as far as the 1970s.

Automated FDR survey

A trial is underway for automated FDR signs whereby 14 signs have been placed in high risk locations around the state. The trial commenced in December 2011.

There are two types of signs, one is an LED format with highlighted panels and no needle, the other has a motorised needle. Both have message panels at the base and are remotely updated via sophisticated software.

Evaluation is taking place for both sign formats and a survey has been set up for valuable feedback from members. For CFA members to participate in the survey please click on the link http://www.strahan-research.com/xRybGixw and follow the prompts.

Please also feel free to pass this onto brigade members who you believe would have seen the automated signs and would like the opportunity to provide input into the future of this project.

Good Friday Appeal - Thanks to members

Yesterday CFA brigade members from the Wyndham area participated in the launch of the 2012 Good Friday Appeal at the new Royal Children’s Hospital.

CFA was chosen to participate yesterday due to the dedication and support our members have shown the Good Friday Appeal over the past 60 years.

In order to better understand how Members want to receive information from CFA; a short survey has been developed for all members to complete.

It would be appreciated if you could take the time to complete the survey which takes less than 5 minutes. All Members are asked to complete the survey before Friday 4th May 2012. You have the option of either:

Radio procedures

Hi All,

Just a reminder of a comment made by GO McHugh at the last Group Meeting:

There is no need to ask Vicfire for “Further Information”. Vicfire must (and is) always advising further information if they have it – but, they may take their time to get all responding appliances turned out so that they only have to give this information once. They know that it takes a little time to get to the incident so they have time to give all further information.

Asking whether they have any further information only creates unnecessary radio traffic and takes up air time.

Please ensure that all members are made aware of this. Many thanks

Eagles Nest Road - Dead and Dangerous Trees

On the 22nd February 2012 I had a meeting on Eagles Nest Road with

  • Justin Murray - Nillumbik Council
  • Lisa Pittle - Nillumbik Council
  • Simon Bonwick - Nillumbik Council
  • Norman Golgerth - Nillumbik Council
  • Dean Simonsen - Contract Arborist for Nillumbik Council
  • Ron Cole - CFA District 14
  • Malcolm Hackett - SCRA
  • Bronwyn South - SCRA

Eagles Nest Road has been identified in our Township Protection Plan.

In the case of an emergency Eagles Nest Road is an ACCESS EGRESS road along with Cottlesbridge- Strathewen Road for Strathewen.

We went through the process of accessing both dead and live trees that pose a risk to the Community and our Brigade.

Dean Simonsen the arborist is doing an inspection of the roadside and will submit a report to the Council Officers in very near future.

The council will then employ contractors to remove the dead and in some cases live trees, that are a risk and may fall across the road and block it.

We were given a verbal undertaking that we will see a significant difference to the road in four weeks’ time.

This is a win for the Community and the Fire Brigade.

Death of a Member

It’s with great sadness I announce the tragic passing of Stephen Trawn, Secretary of the Hoppers Crossing Fire Brigade, yesterday Sunday 12th of February. Stephen has been a member of the Hoppers Crossing Brigade since joining as a Junior member in 1989.

Our deepest sympathy with our friend and work colleague Len and Jean, along with Gary, Wendy, Andrew, Chris.

Black Saturday - Third Anniversary, 2012 - Remembrance Activities

As we all know, Tuesday 7 February 2012 is the third anniversary of the 2009 Victorian bushfires. As the day approaches, many people will be remembering and reflecting on the events that took place.

Diamond Jubilee Medal

The Queen is issuing a Diamond Jubilee Medal to emergency service personnel that have completed at least 5 years service.  Commonwealth countries are eligible.  Australia is submitting only a very few names, whereas Canada is submitting 60,000.

After local consultation I am planning to introduce the Fire Danger Period – Fire Restrictions - in Nillumbik and Banyule at 0100 hrs on Monday the 23rd of January 2012.
